Management Team

Billy is a graduate of the University of Southern Mississippi, with a Bachelor’s degree in Personnel Management and a Minor in Industrial Psychology. Mr. Easterling has over 35 years experience in Personnel Management, as well as the field of Environmental, Safety and Health, and has received several certifications including:
- OSHA Authorized Trainer, in Occupational Safety and Health for General Industry
- CECM (Certified Environmental Compliance Manager)
- CEI (Certified Environmental Inspector)
- CEC (Certified Environmental Consultant)
- EAA Certification, Phase I
- CAQS (Certified Indoor Air Quality Professional)

Vicki has been an integral part of ERS since 1993. She has served in a number of different capacities over the years and her leadership as Vice President encompasses numerous responsibilities. Her attention to detail, creativity, and persistence in making the company’s mission a reality have made her one of our greatest assets.
Vicki resides in Deville, Louisiana with her husband, Shawn. She enjoys leisure weekends on the lake boating, fishing, and spending time with family and friends.

Richard started with ERS as director of operations in 2014. He has over 37 years of experience in retail and business management where he was responsible for planning, organizing and directing retail operations.
He currently is responsible for overseeing the operations of ERS. Richard also maintains a CECM (Certified Environmental Compliance Manager) certification.
Richard currently resides in his hometown of Alexandria, LA. He is married to Allison and has three sons.

Lynn has over 35 years experience as an occupational safety and loss control consultant. His expansive client base has included a broad range of industries and operations, including insurance companies, printing operations, warehousing operations, automotive rental agencies, automotive repair operations, and other manufacturing entities.
Mr. Arbogast is a graduate of Illinois State University with a Masters in Occupational Safety. He has also received advanced safety and ergonomics education from the University of Michigan, the University of Wisconsin - Milwaukee, and the University of Illinois - Chicago.

Kenny was born in Franklin, Louisiana. He graduated from the University of Louisiana at Lafayette with a B.S.B.A. in Business Systems Analysis and Technology. His record of academic excellence allowed him to conduct cutting-edge software testing research. Upon graduation, Kenny went on to earn his M.B.A. from the same university.

Mr. Scelfo brings more than a decade of experience in the computing industry to ERS. He possesses a unique blend of science and business competencies. It is this blend that allows Kenny to be innovative and practical when designing Information Systems for ERS and its clients. His experience as an instructor allows him to produce comprehensive sets of instructions to assist ERS clients and staff in using all ERS Information Systems to their fullest potential.

Brad was born in Zachary, Louisiana and is a graduate of Catholic High School. He majored in Computer Science at Southern University of Baton Rouge, LA. Brad has four years of experience working for a software development firm where he was responsible for maintaining a wide array of applications for a diverse collection of clients.

Brad’s education and experience in the software industry have made him an excellent person to maintain both ERS’ internal applications and those used by its customers. He continues to expand upon his knowledge and credentials to remain on top of the latest technology the industry has to offer.

Kimberly has been with ERS since 1999. Her current position involves Accounts Payable and Evacuation Drawings. Mrs. Vaughan’s previous occupations include: Accounts Payable Manager for a convenience/gasoline retailer & Staff Accounting Associate for a natural gas company.
She currently resides in Owasso, OK with her husband, Jimmy, and two children, Ashley and Corbin.
Account Representatives

Konnie Monteith
Konnie is a graduate of Memphis State University with a Bachelor’s degree in Business Administration and a Major in Accounting. She also maintains the professional designation of CECM (Certified Environmental Compliance Manager) through Columbia Southern University.
Before joining ERS, Konnie utilized her experience and education in the manufacturing industry in the role of Accounting and Administrative Management. Her positions included accounting, human resources, production forecasting, inventory control, safety management, and customer service. Konnie has served with ERS since 2000 as a consultant, auditor and educational trainer to assist businesses in obtaining and maintaining compliance with State/Federal OSHA and EPA regulations.

David retired from the U.S. Marshal Service after a serious automobile wreck in 2005. He has 20 years experience in law enforcement and has traveled internationally coordinating projects with U.S. and foreign officials.
While employed with the U.S. Marshal Service, he received specialized training and has even served as an instructor for OSHA Safety and Health programs, chemical storage, chemical spills, spill cleanup, and CPR. Mr. Lucas also received extensive training in safety and security at various law enforcement training centers and universities across the United States. He currently maintains the CECM (Certified Environmental Compliance Manager) certification.
David works closely with ERS clients in both the U.S. and Canada.

Pam joined the ERS team in 2006. She is from Eunice, Louisiana and has an Associate of Applied Science degree from Remington College. Prior to ERS, Pam had accumulated ten years previous experience in the field of environmental and safety compliance.
Some of her responsibilities include administering safety training and conducting safety inspections.

Audrey Flanagan
Audrey Flanagan grew up in Crossville, Tennessee where she attended and received an Associate’s degree in Science from Roane State Community College. She now resides in Murfreesboro, Tennessee where she attended college at Middle Tennessee State University and earned a Bachelor’s degree in Environmental Safety and Health. Audrey joined ERS in January of 2014 and is currently working to gain a Certified Safety Professional certificate.

John C. Atwell, II
John spent 24 years in the US military and left the Army National Guard in 2003. His final assignment had him as a supervisor in the heavy equipment section in where he became well rounded in regulations, work process and procedure. During this period John also held positions as a police officer, corrections officer and worked in other security assignments one of which was in the heavy regulated Nuclear Power Industry. John continued his work with various fire departments and was promoted to the position of Battalion Chief in Wasilla, AK and later as Fire Captain at the Alexandria International Airport. In 2011 John began rotating back and forth from Louisiana to the North Slope Oil fields in Prudhoe Bay, Ak working for a service provider. John’s varied and well-rounded experience has exposed him to leadership positions where compliance with regulations was a large focus of his job assignments. John’s strong skills include communications, training leader and interpretation of regulations.

Frank Mulcahy, is a Certified Identity Theft Risk Management Specialist (CITRMS), who specializes in identity theft compliance and identity/data management. He has conducted over 500 workshops during the past five years for groups ranging in size from 30 to 15,000 participants. His workshops provide risk management training for school districts, municipalities, professional practices, medical facilities, automotive, and energy companies. This training helps to create a “culture of safety & security” among staff and administrators. It also helps to reduce potential liabilities, fines, employee turnover and loss of customers. The best part is that he has developed a methodology that can deliver these services at “No Capital Expense”.
Frank’s expertise in identity theft gives clients an advantage in educating and offering a solution to the #1 crime in our country. The affiliation with Kroll, through LegalShield gives Mr. Mulcahy and his team the ability to provide total restoration and access to Licensed Investigators & attorneys for companies nationwide and four provinces of Canada.
In 2007, Frank was a part of a select group appointed to offer the ADRS (Affirmative Defense Response System). This was a program designed to help companies comply with FACTA (Fair and Accurate Credit Transaction Act) requiring the CITRMS certification. He has also helped hundreds of financial, municipal, automotive, medical, casino, and mortgage companies implement Red Flag training programs.
In addition to educating administrators and employees about identity theft, Frank is also an employee benefit broker offering legal plans and identity theft plans to employers and employees.
Support Staff

Yvonne has been with ERS since 1999. She has several responsibilities, including but not limited to, audit processing and Tier II reporting.
Yvonne is married to Danny (Pastor of Pollock United Pentecostal Church) and they have a son Derek, and a daughter Amber.

Michelle joined ERS in 2007. Her responsibilities include, but are not limited to, SDS, Respiratory, Safety Supply, and other administrative duties.
Michelle is originally from Pineville, Louisiana. She enjoys spending time with her family. They love to watch football, especially their beloved Saints & LSU Tigers!
Michelle feels like every single day is a blessing from God and you should enjoy it to the fullest!

Tonja has over 20 years experience in retail and business management. Since joining ERS in 2009, she has worked in several different capacities. Currently, she is responsible for maintaining the online training programs and related client services. She frequently assists in special projects.
Tonja resides in Deville, Louisiana and loves spending time with her three children; Tristen, Briana, and Taylie. She spends most of her free time watching them play sports.
Tonja’s favorite words of encouragement are (Philippians 4:13) I can do all things through Christ who strengthens me.

Felicia joined ERS December 2009. She is responsible for several aspects of program coordination, including but not limited to, SPCC Plans, Phase I, Tier II reporting, Scheduling, and Safety.
She is originally from Marksville, Louisiana and attended Louisiana State University at Alexandria for two years as a nursing student, and later graduated as a certified Phlebotomist. She is married to her high school sweetheart Glenn and they have two children, Faith and Dylan. Felicia’s greatest enjoyment is spent at the local ballparks watching her two children who play ball year round. She is also an avid collector of Fleur-de-lis memorabilia.

Kelsey joined ERS in June 2016. She graduated from Buckeye High School and resides in Deville, LA. She enjoys spending time with family and friends, being outdoors- hunting, fishing, and being out on the lake.
